Evaluating New Partner Organizations focussing on Youth- and Children Rights referring to Labour and Trafficking


1.    Background

AWO International e.V (Workers’ Welfare International) is a German Non-Government Organization (NGO).  It was founded 1988 as a professional association for humanitarian aid and development cooperation within the framework of German welfare organization “Arbeiterwohlfahrt” (literally: Workers’ Welfare) in order to professionalize AWO’s decade long engagement in Development Cooperation and its commitment to Humanitarian Aid.

AWO International aims to create and strengthen awareness about the need for international collaboration and advocates development work in the area of welfare provision to working people.  AWO International is committed to work towards the betterment of socially and economically marginalized communities such as women, children, youth, the rural population, ethnic minorities and indigenous people, refugees and displaced people. It aims at enabling and initiating development processes on their own capacities. It therefore supports collaborative development projects which are engaged in improving the livelihood and promoting the empowerment of those affected by humanitarian crisis in urban and rural areas. Special emphasis is given to the promotion of women as gender equality and children development. 
The program is funded by the German Federal Ministry for Economic Cooperation and Development and carried out in close collaboration with local partner NGOs. Within this program AWO International is extending financial and technical support to a number of partner organizations in Indonesia and the Philippines. AWO International in Southeast Asia

The program in Southeast Asia focuses on community development activities at present in part of Indonesia and the Philippines. Gradually, the scope of development cooperation widened in number and nature with project-based support to partners working on issues ranging from community development, organic farming, trafficking to child labor. At present, they are two partners in Indonesia working on project in Aceh and West-Java regions and three partners in the Mindanao region of the Philippines. 

AWO International in Southeast Asia and its partner organization until today apply the following project interventions as part of an integrated approach:



Strengthening of Livelihood: Sustainable Development through Sustainable Agriculture, Strengthening of livelihood activities to promote local/natural resources; training to promote increase in productivity and improvement of market access; activities to improve basic infrastructure.

Child Development and Community Health:
Empowering communities to take in active role in their children health and education as well as their own. Improvement of access to better nutrition, sanitation, health awareness and medical services by providing these services through schools, clinics and community centers.

Protected Children
Development and Education: Supporting equal opportunity to marginalized groups of children, women and minorities through self-development. Encouraging to become stronger individuals by improving their skills and expanding their knowledge, thus reducing the vulnerability towards child trafficking, child labor and child prostitution. 

Strengthening of social
structure: Activities (capacity building and institutional support) to strengthen the organizational
development of partner organization and to promote community based organization.

Support for the
participation in decision-making structures: creation of thematically coherent civil society networks and linking marginalized sections of society with government agencies/schemes (advocacy and lobbying).


Within the above mentioned subjects the
Southeast Asia Office in Yogyakarta is currently working with five partners, two in Indonesia and three in the Philippines


AWO International in Indonesia
  
The following two partner organization based in West Java that develop and deliver training in rural development related to Sustainable Agriculture” and “Child Development and Community Health”. 

·         BINA DESA focuses through community development on Sustainable Agriculture by utilizing local resources through environmentally sound methods that are energy efficient and balance local wisdom with nature and the environment. (For further information see www.binadesa.or.id).


·         IBU Foundation provides support for the Child Development at PAUD Programs and for Community Health at POSYANDU Centers. They aim to empower individuals and communities to take an active role in their own education and health care and provide better access to education and appropriate nutrition as
well as, health awareness and medical services by providing these services through schools, clinics and community centers. They train leaders for self-education.  (For further information see www.ibufoundation.or.id).

2.    Objectives of the Consultancy

An extension of the program is now planned in the Southeast Asia Office with  new partners in Indonesia. The program extension will focus on the subjects of Youth-and Children Rights mainly referring to Labour and Trafficking

consultant shall be contracted to prepare the project extension by executing a feasibility study for further partner cooperation in the Jabotabek area to promote its social structure.

Task specification

·                Analysing  the social, political, economical and cultural conditions in Jabotabek  referring on the
situation for youth and  children (e.g. extent of discrimination and/or identification of marginalised sections of society, human rights situation, family structures  etc.) that may have a bearing on the partner
evaluation.
·                Brief Analysis of the actual policies of the Governments with regard to Youth and Children
Rights.
·                Situation of Social Security with special reference to the Informal Sector / Health / Poverty Reduction / Civil Society /Women and Youth / Gender Equality / Education / Migration and Human Trafficking.
·                Analysis of the role of civil society/NGOs, their working and the government’s perception thereof (opportunities and challenges).
·                Organizational analysis of selected NGOs operating in Jabotabek in view of possibilities and capacities for partnering with AWO International in the abovementioned thematic areas. This includes the
following:

-          The organization’s capacity: Ability to implement projects in view of time and funding limitations.
-          Accountability: Reliability of the organization’s financial system and ability to adapt to standards/funding directives of the BMZ.
-          Political and administrative standing: The
organization’s compliance with AWO’s idea of solidarity with the
underprivileged not as an act of mercy but of social responsibility and respect;
its standing within the country’s civil society; its registration status and
eligibility for fund transfers from abroad
-          Beside the competency on Youth- and Children Rights
referring to trafficking and labour, the
organisation’s capacity should be analysed with issues linked to promotion
of social structures, the  experience on Community Development / Advocacy
and  other subjects of relevance for a
prospective/potential project intervention for AWO International in cooperation
with the respective organization.
-          The organisation´s interest to cooperate with
AWO International.


Overall
around 10 organisations shall be identified and screened: 

3.    Methodology

-          Mix of primary and secondary data/information
gathering. The expert to be contracted is expected to make use of secondary data/materials
(records, proposal, reports, etc.) before conducting data/information gathering
at a (prospective) project site.
-          The expert is expected to consult
representatives of all relevant stakeholders in as far as possible. This
includes political decision makers, concerned government bodies, other
organizations operating in the same sector/area, e.g. Save the Children, Terre
des Hommes, Kindernothilfe, Plan International and other relevant national and
international organization focussing on children rights issues. Also other
private  foundations, decision
makers/management and staff as well as potential target group members, (prospective)
partner organisation’s. etc. should be considered.

4.    Qualification
·         Holding relevant degrees from universities in the subjects of social
science
·         Extensive  experiences in the
elaboration and preparation of studies and surveys within the subject of social
structure,
·         Extensive knowledge about NGO activities in Indonesia, 
·         Several years of residence within the area of Jabotabek, or at least
very familiar with this urban societies due to extensive studies or
surveys  
·         If not of Indonesian citizenship at least fluent knowledge of Bahasa
Indonesia
·         Commitment to maintaining the highest standards of confidentially at all
times.
·         Local context knowledge 

5.    Time Frame and Remuneration

The
data/information gathering should be carried out within 15 days maximum in
February/March 2013: The binding time frame and respective amount of paid days
for travel, preparation and writing as well as the daily fee will be specified
in the legal contract between AWO International and the consultant.
Reimbursement of travel costs will be in line with the local travel regulation
of the AWO International Regional Office Southeast Asia. The report should be
submitted latest February 22.
6.    Assistants

The tasks specified
in the ToRs will be carried out by an external consultant. If necessary, he/she
can make use of help of local assistants within the limitations of the contract
and upon approval of the contracting agency. Costs incurred for a local
assistant(s) will be borne as per the contract. The division of work between
the consultant and a local assistant(s) will be left to the consultant. 
7.    Reporting

The
report has to be compiled in English and  should be submitted to AWO International Southeast
Asia Office within one month after finishing the data/information gathering in
a word-file on a CD or in a Dropbox file. It is envisaged that the consultant
will brief the Regional  Director of the
AWO International Southeast Asia   Office in Yogyakarta  after his field trip. 


Based
on the issues specified in the previous paragraphs and the attached check list the
report should be structured as follows:

·         A statement on the general conditions as
specified 
·         Identification of and statement on potential
project partners 
·         A brief summary of the most important
findings 
·         A list of the most
important interviewees as well as materials used 
·         Information on limitations or constraints of
the study

It is
envisaged that the final report shall comprise around 30 pages (10.000-15.000
words)
8.    The Offer

Before a contract will be
signed, the  AWO Southeast Asia office
expects offers latest until 12 February 2013. The offer shall include 
* a survey concept based on the methodology described, 
* the steps to be taken in the procedure.
* An example of a check list for the identification of the project partners

Monitoring dan Evaluation Officer

Latar Belakang

Yayasan Bursa Pengetahuan Kawasan Timur Indonesia atau lebih dikenal sebagai Yayasan BaKTI sudah bekerja selama 7 tahun di Kawasan Timur Indonesia, dan telah memainkan peran sebagai lembaga pengelola pengetahuan yang menghubungkan para pencari pengetahuan dengan mereka yang memiliki pengetahuan, pada saat yang sama mengumpulkan ide-ide kreatif dari seluruh Kawasan Timur Indonesia yang meliputi Sulawesi, Maluku, Nusa Tenggara, dan Papua. Dengan kapasitas dan pengalaman yang dimiliki, Yayasan BaKTI telah terpilih untuk mengimplementasikan dukungan pengelolaan pengetahuan program AIPD untuk mencapai hasil sebagaimana diharapkan.

Program   AIPD   memiliki   tiga   komponen,   yakni  pemerintah   yang responsif,    masyarakat      yang    aktif  dan   pengelolaan     pengetahuan.     Komponen pengelolaan pengetahuan berperan untuk memastikan bahwa hasil-hasil    pembelajaran     dan     praktik    cerdas    dapat    disebarluaskan,     dan    mendorong       terjadinya peningkatan   kapasitas   yang   berkelanjutan.      Melalui   peningkatkan   kapasitas   ini,   maka  diharapkan kualitas pengelolaan dan alokasi sumber daya akan meningkat, dan pada gilirannya akan berdampak pada meningkatnya kualitas dan akses layanan ke masyarakat. 
Lebih lanjut, permasalahan  yang mendasari perlunya dukungan terhadap sistem pengelolaan pengetahuan di wilayah kerja sasaran AIPD sebagaimana dikemukakan diatas secara analitik dapat dijabarkan sebagai berikut: 

1. Belum   terkelolanya   data   dan   informasi   pembangunan   secara   optimal   di   tingkat   Provinsi   dan Kabupaten dukungan AIPD. Tanpa sistem pengelolaan data dan informasi yang memadai, maka proses   perencanaan,      penganggaran      dan  pengambilan      keputusan    menjadi    terhambat,    dan beresiko untuk salah sasaran atau bahkan gagal. 
2. Terbatasnya      media   untuk    mengakses     data,  informasi,   referensi,    praktik  cerdas  dan   hasil  pembelajaran   kegiatan   pembangunan yang   dapat  diakses  secara   gratis  oleh  publik   (terutama  dokumen perencanaan dan penganggaran dari lembaga pemerintah dan non pemerintah), yang  dikarenakan   belum   di   implementasikannya   Undang-Undang  Keterbukaan   Informasi   Publik   (UU  No.14/2008) secara optimal. 
3. Masih    lemahnya     kemitraan    serta  sinkronisasi,  koordinasi,   kolaborasi   dan   komunikasi     yang dibangun antara Pemda dan mitra pembangunan non pemerintah (terutama donor dan lembaga internasional) sehingga   Pemda   dan   mitra   pembangunan   seakan-akan   berjalan   sendiri-sendiri dalam hal perencanaan, pelaksanaan dan monitoring/evaluasi berbagai kegiatan pembangunan,  yang mengakibatkan belum tercapainya target pembangunan daerah secara efektif dan efisien. 
4. Masih   terbatasnya   ketersediaan   praktik   cerdas   dan   hasil   kajian  terkait   pengelolaan   keuangan daerah dan penyediaan layanan publik yang bersifat praktikal dan sesuai dengan konteks lokal. 
5. Terbatasnya      forum   yang   memberikan   peluang      bagi   para  pelaku   pembangunan   untuk      saling belajar,   bertukar   data   ,  informasi   dan berbagi  pengetahuan   yang   terkait   dengan  pengelolaan keuangan daerah dan penyampaian layanan publik. 
Berkenaan dengan penjabaran tantangan diatas, maka AIPD melalui komponen Pengelolaan Pengetahuan akan mengimplementasikan  produk   kunci  yang     akan   membantu      mengatasi     permasalahan      yang dihadapi oleh Pemerintah Pusat dan Pemerintah Daerah sasaran AIPD. Untuk   komponen   Pengelolaan   Pengetahuan,  produk   kunci   yang   akan   di   implementasikan   adalah Pusat    Data   Pembangunan Daerah (PD2),    Unit  Pengelola    Koordinasi    Mitra   Pembangunan (UPK),       Kajian   dan  Praktik     Cerdas  beserta Forum     Berbagi   Pengetahuan.     Khusus     untuk    Pusat   Data   Pembangunan Daerah   dan   Unit   Pengelola Koordinasi   Mitra   Pembangunan,   pengembangannya   bersifat  demand driven,   yakni   berdasarkan       permintaan     dan   kebutuhan      daerah.    Keputusan     untuk    mendukung pengembangan     dan/penguatan       unit
 tersebut   akan   didasarkan     pada   hasil  Need    and   Readiness Assessment yang dilakukan oleh mitra pelaksana komponen Pengelolaan Pengetahuan. Untuk pelaksanaan Program Pengelolaan Pengetahuan AIPD, Yayasan BaKTI akan merekrut Monitoring dan Evaluasi Officer  dengan tugas sebagai berikut:
1. Bertanggung jawab menyusun kerangka kerja monitoring dan evaluasi program
2. Bertanggung jawab menyusun monitoring dan evaluation tool dan memanage pelaksanaannya
3. Bersama dengan program officer melakukan monitoring program dukungan pengelolaan pengetahuan AIPD 
4. Menyediakan input secara berkala kepada managemen program terkait implementasi kegiatan program berdasarkan laporan monitoring 
5. Memutakhirkan data base kegiatan berdasarkan laporan kegiatan
6. Bersama dengan Program Manager membuat laporan tiga bulanan dan laporan akhir program 
7. Melakukan tugas-tugas lainnya yang diberikan oleh atasan langsung terkait dengan poin-poin diatas
Output
Laporan monitoring dan evaluasi Program Pengelolaan Pengetahuan AIPD yang meng-highlight isu-isu utama dan kemajuan program terhadap rencana kerja, tantangan program dan rekomendasi. 
Pelaporan
Monev Officer melaporkan laporan monioring program kepada Program Manager Dukungan Pengelolaan Pengetahuan Program AIPD, di bawah supervisi Manager Komunikasi Yayasan BaKTI dan supervisi keseluruhan dari Direktur Eksekutif Yayasan BaKTI. 
Kualifikasi
• Minimal S1 di bidang Komunikasi/Kebijakan Pembangunan/Ekonomi
• Berpengalaman minimal 5 tahun dalam bidang Monitoring dan Evaluasi Proyek
• Self-starter (initiative) dan kemampuan bekerja dengan minimum supervisi
• Inter-personal skill dan communication skill yang kuat dan mampu bekerja dengan deadline yang ketat.
• Pemahaman yang baik mengenai konteks lokal, dinamis dan sensitive terhadap budaya lokal. 
• Kemampuan berbahasa Indonesia dan Inggris yang baik (tulisan dan oral). 
• Disiplin dan berdedikasi tinggi dan Memiliki rasa tanggung jawab 
Lokasi dan Durasi
Monev Officer akan berkantor di kantor Proyek AIPD di Makassar. Durasi penugasan untuk posisi ini adalah 28 bulan (kontrak per tahun).

KONSULTAN REVITALISASI MANAJEMEN OMS

*YAYASAN PUSAT KAJIAN DAN PERLINDUNGAN ANAK (PKPA)*

PKPA sebagai organisasi nir-laba berdiri sejak tahun 1996, usianya saat ini
menjelang 17 tahun. PKPA berpusat di Kota Medan, Sumatera Utara. PKPA yang
diawal berdirinya hanyalah lembaga kecil yang cakupan kerjanya di sekitar
Kota Medan dengan jumlah staf tidak lebih dari 10 orang, kini telah
mengalami banyak perubahan. PKPA saat ini memiliki kantor cabang di Pulau
Nias, Banda Aceh, Simeulue dan perwakilan di Jakarta. Banyak kondisi yang
telah berubah baik ditingkat internal maupun eksternal, termasuk iklim
politik pasca runtuhnya rezim Soeharto. Ditengah arus perbuahan tersebut
sangat dirasa sangat penting bagi PKPA untuk melakukan perbuahan ditubuh
organisasi, agar PKPA menjadi organisasi masyarakat sipil (OMS) yang
mandiri, transparan, dan akuntable. Didukung dengan sumber daya manusia
yang professional, manajemen yang kuat dan memiliki standart kelembagaan
yang diakui secara internasional.

Untuk melakukan perubahan tersebut PKPA membutuhkan konsultan
(individu/lembaga) yang akan melakukan hal-hal berikut:

1. review terhadap aturan-aturan internal, managemen dan mekanisme
keuangan yang selama ini berlaku di PKPA untuk dilakukan penyesuaikan
dengan situasi internal dan eksternal saat ini dan dimasa yang akan datang.

2. Membuat formulasi revitalisasi managemen organisasi, manajemen
program dan mekanisme keuangan PKPA.

3. Pendampingan uji coba managemen dan mekanisme keuangan yang baru
dan memberikan asistensi selama proses uji coba tersebut sampai pada
penerapan secara permanen.

4. Melakukan monitoring dan evaluasi setelah satu tahun penerapan
manajemen baru

Hai,

Harga satu artikel review produk biasanya berkisar antara 2.5$ - 10$. Susah-susah gampang, karena mesti ditulis dalam bahasa Inggris yang baik dan benar, plus mesti ditaruh link dan SEO-nya.  Pertama-tama sih ordernya lama dan jarang, tapi kalau sudah beberapa kali kita dapat order, maka order lain pun menyusul. 

Saya sudah berhasil, cuma karena beberapa tahun ini, saya pulang pergi keluar negeri untuk melakukan pemantauan pemilu, urusan ini terbengkalai. Karena order kadang-kadang deadlinenya cuma satu minggu, sedangkan pemantauan pemilu sedang seru-serunya.

Asyiknya, hanya menuliskan review paling sedikit 2 kalimat, dalam bahasa Inggris tentunya sesuai dengan website yang sedang kita review. Founded in 1979, ACF
International (Action Against Hunger) is an international humanitarian
organization that delivers programmes in over 40 countries. Recognized
worldwide as a leader in the fight against hunger, our mission is to save lives
through the prevention, detection, and treatment of malnutrition, especially
during and after emergency situations and conflicts.
 
ACF has been active in the NTT district since
2007. Around 40 networks have benefited from a renovation, as have water
sources and wells. In the Kupang District, ACF has only been active since 2011.
The district's needs are still considerable, particularly as the number of
stakeholders is lower than the neighbouring TTS district.  Moreover, ACF is due to launch a Nutrition
program in Kupang and WASH initiatives will be implemented in the same
sub-districts in order to strengthen the nutritional program's impact.
 
As the program is now
starting the implementation, we are currently looking for a short term
consultancy service for Social/Culture Anthropology Survey (independent or
group) and to work in Kupang/NTT Province areas.
 
Key Objectives : 
üTo acquire a better understanding of WASH (Water Sanitation and
Hygiene) practices, beliefs and habits, on 8 sub districts placed in NTT
Province (Kupang and TTS districts), in order to implement ACF activities in
the area.
üTo obtain a close and realistic picture of the present
socio/cultural situation regarding WASH to have a proper ground base for ACF to
intervene in the mentioned area. 
 
Methodology:
üUse participatory approach.
üStay in the villages for the duration of the field work.
üConduct semi structured interviews with key informants and to use
the "participant -observer"
ümethodology. 
 
 
 
 
Qualifications
and Requirements:
üSocial studies / social anthropology, PhD or other similar diploma
üUnderstand of local context and desirable to have specific
experience in NTT (Kupang and TTS districts)
üProven experience in conducting applied research and field studies
üField experience in data collection and consolidation
üSpecific experience in Public Health/WASH surveys
üExperience in rural contexts
 
Survey should
include the following as key questions:
üHousing System (who lives in the house?); are the house aligned
and oriented in the landscape
üKinship and family (who live with whom, where, composition of a
typical HH)
üStructure of power in the community (traditional power, state
government, local authority) and in the HH / family. Who is in charge of
children education, budget of the Household
üPerception of hygiene behavior and hygiene education: how and
where children are taught to wash hands, defecating habits
üCare for hygiene: how people see diseases, do they know about
pathogens, germs
üOther causes for diseases such as magic, loss of part of the soul
etc.

to sustainability, ACFs programs are also designed to tackle the underlying

people in more than 45 countries. ACF is working in Indonesia since 1998
in close partnership with the Ministry of Health, local authorities and NGOs.

Practices, Food Security & Livelihoods, Water, Sanitation and Hygiene,
